A Chicago man who sold fentanyl, heroin, and crack cocaine across DuPage County will spend 10 years in prison after a months-long undercover operation by the regional drug task force that includes Villa Park and other Elmhurst-area police agencies.
DuPage County Circuit Court Judge Daniel P. Guerin sentenced Jason R. Spinks, 43, of Chicago's Lawndale neighborhood, on Wednesday, July 22, after Spinks pleaded guilty to one count of unlawful sale or delivery of a controlled substance containing fentanyl, according to an Illinois Attorney General's Office news release. The sentence is final.
The case began in August 2025, when an undercover agent with the DuPage Metropolitan Enforcement Group contacted Spinks by text message to arrange narcotics purchases. Over the following weeks, Spinks sold the agent fentanyl, heroin, heroin mixed with fentanyl, and crack cocaine at locations in both DuPage and Cook counties that have not been publicly identified, the release stated.
Why the attorney general prosecuted
Deputy Chief Andrew Whitfield of the Illinois Attorney General's Statewide Grand Jury Bureau prosecuted the case. That bureau is authorized by state law to handle multi-county drug investigations, which applied here because the sales crossed the DuPage-Cook county line.
"Fentanyl-laced drugs have devastated far too many Illinois families and communities across our state," Attorney General Kwame Raoul said in the release. "I will continue to use my authority under state law to hold individuals accountable for distributing fentanyl-laced drugs."
The task force
DUMEG is a multi-jurisdictional task force of roughly 28 law enforcement agencies focused on drug distribution, gun trafficking, and human trafficking in DuPage County. Villa Park Police Department is a named member. The group has operated since at least 1985 and also runs the DuPage Narcan Program, which has recorded more than 1,000 opioid overdose reversals since 2013.
The Spinks sentencing marks the second DUMEG case to reach court this month. On July 14, undercover officers completed a controlled cocaine buy from a Downers Grove man who was subsequently charged with four counts of delivery of cocaine, according to the DuPage County State's Attorney's Office.
