Oakbrook Terrace residents who want a say on a proposed apartment development on 18th Street or the possible end of the city's massage business regulations can speak up at Tuesday's City Council meeting.

The council meets at 7 p.m. Aug. 11 in the Council Chambers at City Hall, 17W261 Butterfield Road. Mayor Paul Esposito presides.

What's on the agenda

Four items headline the Committee of the Whole portion of the meeting, according to the city's agenda packet:

18th Street concept plan: C1 Development and Gateway Development Partners return with a concept plan for a residential development on 18th Street. No vote is scheduled. The item is listed as a returning review at the concept-plan stage.

Massage ordinance repeal: Aldermen will consider repealing Chapter 119, the city's massage business ordinance. No replacement language is indicated in the packet.

York Township Mental Health Commission: A representative identified in the agenda only as "Michael L." will present to the council on behalf of the commission.

Audit invoice: The council will vote on a $25,000 payment to Sikich for audit services.

The consent agenda includes $216,937.37 in city bills, an amendment to the city's FOIA records-request ordinance (Ordinance 26-66) and a building permit fee waiver for the Oakbrook Terrace Park District's Terrace View Park railing extension (Ordinance 26-67).

The council will also recess into executive session to discuss the potential purchase or lease of real property for city use.

District 88 bond referendum context

Background from the July 28 council meeting adds context for Oakbrook Terrace families with students at Addison Trail or Willowbrook high schools. Superintendent Jean Barbanente presented a proposed bond referendum that would fund security upgrades, life safety improvements, ADA accessibility work, expanded educational spaces, performing arts facilities and athletic facility improvements at both schools.

The district says the proposal would carry no net tax rate increase because existing referendum debt is scheduled to be paid off after levy year 2026. District 88 has limited the proposal to what it calls its highest-priority facility needs, according to the district's public information page. The district plans to place the measure on the Nov. 3 ballot.

At the July 28 meeting, Alderman Bob Rada commended Barbanente for "the great job being done" at the district's schools.
